MODEL REPRESENTATION FOR GRANT OF ONE INCREMENT

Government servants are aware that the Ministry of Finance and Railways, both have already issued orders for grant of one increment in the pre-revised pay scale to nullify the anomaly in respect of central government employees who were in receipt of pre-revised increment between February 2006 to June 2006.
A model requesting the concerned head of Office for grant of one increment and drawal of arrears is published below for ready use by the Officers:

Kind reference is invited to the Ministry of Finance, Department of Expenditure O.M.No.10/02/2011- E.III/A dated 19th March, 2012 wherein all the central government employees who were due to get their annual increment between February to June during 2006 were granted one increment on 1.1.2006 in the pre-revised pay scale as a one time measure and there after next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS(RP) Rules, 2008 (Copy enclosed for ready reference).
I wish to submit that my increment in pre revised pay scale  was on __________ and hence, in terms of the above Office Memorandum, I am eligible for one additional increment in pre-revised pay scale as a one time measure and also eligible for  next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS(RP) Rules, 2008.
In view of above submission,  I request that  one additional increment may kindly be granted and my pay may please be fixed  as stipulated in above O.M. and that the arrears of pay and allowance may kindly be drawn and paid to me at an early date.

                      It has been decided to declare Saturday, the 14th April 2012, as a Closed Holiday on account of the birthday of Dr. B.R. Ambedkar, for all Central Government Offices including Industrial Establishments throughout India.
2. The above holiday is also being notified in exercise of the powers conferred by Section 25 of the Negotiable Instruments Act, 1881(26 of 1881).

3. All Ministries/Departments of Government of India may bring the above decision to the notice of all concerned.

Disable Autorun to Secure your Windows Computer

Conficker (aka Downup, Downadup and Kido) is a computer virus disables system services like Windows Automatic Update, Windows Error Reporting, etc. and then connects to a web server to spread itself further.

The latest security threat to your Windows operating system is a computer worm called Confickerthat has already infected over 9 million PCs worldwide with maximum victims in China, Brazil, Russia, and India.
Conficker first disables system services like Windows Automatic Update, Windows Error Reporting, etc. and then connects to a web server from where it downloads additional malware onto the victim’s computer. The worm also attaches itself to certain Windows processes such as svchost.exe, explorer.exe and services.exe.

PREVENT CONFICKER ON YOUR WINDOWS MACHINE

To prevent Conficker virus from infecting your Windows computer, you first need to disable the AutoRun feature. This can be done by downloading and installing certain updates manually for Windows XP or Windows 2000. Windows Vista users can skip this step as this is taken care of via automatic updates.
Now click StartRun and enter gpedit.msc and click OK.

Under Com40ter Configuration, expand Administrative Templates. Now for Windows XP, clickSystem and for Windows Vista, click Windows Components then Autoplay Policies. In the Settings pane, right-click Turn off Autoplay, and then click Properties.

Click Enabled, and then select All drives in the Turn off Autoplay box to disable Autorun on all drives. Click OK and restart the computer.

Management of Funds under NPS

The investment of pension funds of Government employees, who are covered as subscribers to the New Pension System (NPS), was hitherto being made through a pooling arrangement whereby the funds of such employees were credited to a pool account (pending reconciliation of subscribers’ contribution details) from which such funds were allocated to pension fund managers for immediate investment in the best interest of the subscribers. These funds of the Government employees are being managed based on the investment Pattern prescribed by the Government.

The pension funds of the Government employees, who are covered by NPS, are managed by three pension fund managers, namely, SBI Pension Funds (Pvt.) Limited, UTI Retirement Solutions Limited and LIC Pension Fund Limited.



The Pool account is proposed to be discontinued from 1st May, 2012. Thereafter, it would be possible for the individual subscribers to exercise their individual choices regarding investment pattern and the pension fund manager.

NPS is a defined contribution based pension system where the actual returns would be determined by the market based returns.

This information was given by the Minister of State for Finance, Shri Namo Narain Meena in written reply to a question in the Rajya Sabha today.

Govt. Introduces Sabbatical Leave to Women Employees In Banks (without pay)

Government of India has advised the Chief Executive Officers of all Public Sector Banks to introduce Sabbatical leave to the Women Employees of Public Sector Banks to meet their special problem during their career on the following broad terms:


(i) Sabbatical Leave of upto 2 years shall be admissible to women employees of Public Sector Banks during their entire career.
(ii) Sabbatical Leave shall be without Pay, Salary, Allowances and any consequential monetary and non-monetary benefits;
(iii) The employees applying for leave should have put in a minimum of 5 years of service. Sabbatical Leave before completion of 5 years of service shall be sanctioned only in exceptional circumstances by the authority next above the leave sanctioning authority.
(iv) The leave shall be taken for a period of atleast 3 months at a time and the leave shall not be taken more than once in a year.


(v) No increments will be earned during the Sabbatical Leave and the employee will rejoin at the same stage of pay as was existing at the time of her availing the Sabbatical Leave.
(vi) Employees on Sabbatical Leave shall not be eligible to participate in any promotion exercises during the Sabbatical Leave period, even if otherwise eligible.
(vii) Eligible and willing employees can request for Sabbatical Leave for any purpose like medical grounds, care of family members or children, higher studies, visit spouse etc.
(viii) The employees shall not take up any employment/vocation/business/profession elsewhere during the Sabbatical Leave.
