Want to file a complaint against cops? Go to PGC

People in the city will now be able to lodge complaint against police for any grievances like misconduct, arrest or detention without due process of law, custodial death and abuse of power to the Public Grievances Commission (PGC) of Delhi Government.
Any citizen can file complainant with PCA by post, e-mail or at its office in Vikash Bhavan in ITO.
The Commission today said from April 13 onwards it will also act as the PoliceComplaints Authority (PCA) apart from carrying out inquiry into regular cases.
The commission will also function as the PoliceComplaints Authority (PCA) for the purpose of attending to the complaints of serious acts misconduct against the police personnel,” the Commission said.

Officials said a Supreme Court ruling prompted the decision for facilitating filing of complaint against police personnel by citizens in case of serious allegations of misconduct and abuse of power.
Prior approval from the Union Home Ministry, which is the controlling authority of the Delhi Police, was obtained for allowing the Commission to receive complaints against police.
“The Police Complaints Authority shall inquire into the complaints of serious misconduct against police personnel either ‘suo motu’ or on a complaint received from a victim or any person on his or > behalf,” said the Commission.
Even complaints by National Human Rights Commission would be taken up by the PGC.
The Commission said allegations such as custodial death, rape or attempt to rape, extortion, abuse of power, arrest or detention without due process of law and land or house grabbing would be probed, provided it is satisfied prima facie of the veracity of the complaint. Any citizen can file complainant with PCA by post, e-mail or at its office in Vikash Bhavan in ITO. The commission said any sub-judiced matter or complaint already taken cognisance by any court.
The commission said upon completion of its inquiry into a complaint, it would communicate the findings to the police commissioner with a recommendation to register an FIR and initiate departmental action.

Facebook to launch 'Hate' button?

Riding on the popularity of its 'Like' button, Facebook might be planning to give users a chance to showcase the opposite emotion with the 'Hate' button.

The Like button, which is a social plugin, lets users share content with friends and is a popular way of connecting your Facebook
page with the page you've liked.
"When the user clicks the Like button on your site, a story appears in the user's friends' News Feed with a link back to your website. Your page will appear in the "Likes and Interests" section of the user's profile, and you have the ability to publish updates to the user," says Facebook.

According to Facebook’s S-1 filing, users are now generating 2.7 billion Likes and Comments per day. With the Hate button, Facebook expects to at least double that.
The S-1 noted “popular Pages on Facebook include Lady Gaga, Disney, and Manchester United, each of which has more than 20 million Likes.” Many inside the company think the Hates could easily top that," reports TechCrunch.
"Sources at Facebook say Mark is estimating 2 billion Hates on the first day. Facebook studies have shown the sad fact that people hate things on the Internet more than they like things. There’s also an internal debate on whether the new button should be called 'Hate' or 'Dislike',” reports the technology website.
While the tech world is abuzz with speculation wheather it is just a prank or reality, the verdict is that Facebook will see an increase in revenue if it decides to introduce the Hate button.
